I don’t know if I’d call him moron based on that. If he’s a young guy who isn’t very experienced in the ways of the world or looking after children, he might not have the first clue about kids in cars. At least he asked someone about them.
The situation with the kids is weird, but maybe one kid was old enough to look after the others. I don’t know how that goes these days; our parents used to leave us in the car alone, but only after we were old enough to know to crack a window or get out if the car got too hot.
The VIP area is the lower level of our valet garage: not so far to drive, so VIPs get their cars quicker when they want them.

What exactly was he doing? Parking cars or surveying damage? If he was parking cars and the kids were waiting for the parents to check in, why was he surveying damage? If his job was to survey damage to vehicles, and he found kids inside, why didn’t you advise him to call the police? I’m very confused here.
Yes, we take a walk around the vehicle taking note of every scratch and dent and record it on the back of the ticket so later the owner can’t accuse us of causing damage that was already there.
The parents went upstairs to check in to the hotel and left the kids in the car to watch a DVD of Shreck or something so they wouldn’t get bored waiting around.
