The guy they were interviewing was screwing over the gang on top of coomiting the murders. NCIS told the gang that the guy was screwing them over. They then told the guy he was released and kindly gave him a ride to right where the pissed off gang was waiting.

The last scene showed Tony, Ziva and McGee watching a news report about the death of the gang member, clearly dumbfounded. Then Gibbs came in and told them to get to work. Man, I love Gibbs.
