He can try to send every last bit of military hardware and funding that isn’t nailed down by congressional red tape to Ukraine. Even if it is nailed down, he can go ahead and send it before anyone can stop him. What are they going to do prosecute him for his official act after he leaves office?
Biden says he is against the death penalty. There are 40 prisoners on death row in federal prisons. He could commute all their sentences to life imprisonment.
Likewise he could pardon other deserving federal inmates.
Setting aside revenge fantasies and the immoral, THE most important thing he must do, for the sake of the world, is top send as much military aid to Ukraine as the USA’s transportation capabilities can carry.
The single, numbero-uno risk Trump presents is allowing Russia to invade NATO allies, causing a panic and a nuclear exchange. Number one, top of line. NOTHING ELSE IS AS IMPORTANT. Bad abortion laws can be reversed or fought in court. Dumb tariffs can be lowered in 2029. New judges can be appointed. Nuclear war due to mismanaging the Russian threat is Trump’s biggest risk, by far. Wearing down the Russians can still be done for awhile, because come next January, Trump will do whatever Putin tells him.
Biden, as a Senator, wrote a law to increase the number of Federal crimes that could be tried as death penalty cases, and he voted for the passage of said law.
As with anything, with politicians, I’d go more strongly with the things that they did and voted for than the things they claimed on the campaign trail.

I’m with RickJay. The Biden administration must now spend the next 2 months ferrying as much weaponry to Ukraine as it possibly can. If we wanted to, we could get more firepower sent to Ukraine in that time than the Russian army itself possesses.
Unfortunately, it’ll probably just continue to be a few $400 million packages of this or that every few weeks, and Europe will keep condemning Russia verbally while not actually doing much.
