Bubby is a variant of booby, as in “breast.” Booby itself is not banned, presumably because it has non-offensive uses, namely the bird. However, as you note, bubby also has non-offensive uses, namely as a variant of bubbe (“grandmother”). I don’t know whether the Scrabble people recognize that meaning.
But dooby isn’t an anatomical term. Also, the unscrambled words in each category are in alphabetical order. The entries bdeioos and bdooy come between the scrambled entries for boobie and bubby, so they have to start with B. I’m thinking boodies and boody. But I’ve never seen those spellings before. Booty, of course, has non-offensive uses (as in “the pirate’s booty”) so it wasn’t banned.

“Ballbuster/s”.
“Gazoo/s”, which I found defined as “the buttocks, the anus”.
“Yingyang/s”, more commonly hyphenated “ying-yang/s”, used similarly to “wazoo” as a naughty word for “anus”.
This really feels more like an Onion article than a real list. I mean, sure, a few words like, erm, “ginger” I get. But some of these words are fairly inoffensive, AFAIK, and don’t seem to target anyone based on gender or ethnicity. We all have ears, I mean, we all have an arse.
(Damned autocorrect changed “arse” to “arsenal.” It’ll be a sad day when we all have one of those.)
Words that CAN be proper names are allowed if they also mean something when not capitalized. Otherwise you couldn’t use JACK, MARK, RAY, or WILL, among many others. Mercury is a planet, but it’s also an element, so it’s acceptable. China is a country, but it’s also porcelain dinnerware, so no problem there.`
