Bryan Adams said this years after the fact in some misguided attempt to appear hip. However, the guy who wrote the song (including most of the lyrics) with him strongly disagrees that there was any intent to make the song about this. He says the story is just exactly what it says, nothing more.

Leonard Cohen’s Chelsea Hotel #2; and although he was sorry about it later in life, earlier on, he was very clear about the lady ‘giving [him] head on the unmade bed’ being none other than Janis Joplin.
About twenty years later, he wrote and growled a song about giving a woman head, in “Light As the Breeze.” The clip is from him playing it live, twenty years after that!
