No. The President has no power to call the Congress into a joint session. Joint sessions themselves are very rare and are almost solely to hear the SOTU or another major address or to certify the electoral count.
If he strictly observed the “no events after 8 pm” rule, that’s no more state dinners, ever. That really seems like a laying the groundwork for an honorable exit, to me.
On the other hand, if it’s not and the message is “I’m almost fine!”, we’re doomed.
The President can and has convened both Houses separately on extraordinary occasions. The Constitution does not give him authority to force them to sit as a joint body.

Besides the problem of confirming a VP — which the Repubes would stonewall, legally or otherwise— there’s also the issue that whoever accepts the offer would have to resign whatever job they have now and take the VP job, which, if the stonewalling works, they may never actually get, and even if they do get it, they may not have very long, depending the outcome of the election. Undoubtedly there are people who would jump at that gamble, but I think I the slate of potentials would be truncated and some really good prospects would set themselves off the table.
Best thing to do, for these and other reasons, is for Biden to stay Prez, and Kamala pick the best VP candidate.
It may happen. But someone who cannot effectively debate also cannot do the arguably world’s hardest job. If he hangs onto office, he deserves to lose the sympathy that would come from an admission of disability.
The Senate isn’t 50-50, so having a veep is not now essential.
But if Harris becomes President next month, and she wants to win over median voters, so as to actually be elected to a full term this November, she could ask congress to approve a highly centrist figure as veep, who could actually get confirmed, just until January. Manchin? Even better, a Republican. If he will take it, Mike Pence.
Wow. Just wow. The man stumbles in one debate, and against a 3 ½ year record of doing more for this country than any president has in the past 50 years against incredible odds, he must now admit to a “disability” or lose the “sympathy” that would come from such an admission.
Moreover, taking any step that puts the fate of who Democrats choose as their nominees into Republican hands is madness. They’re just licking their chops and gleefully can’t believe some Democrats are even entertaining such a stupid move.
You know who’s flogging this “Biden is senile” narrative hard on social media and everywhere else they can get away with it? Republicans, their henchmen at Sinclair, Fox, OAN, Russians, North Korea, Iran, China and many other enemies of this nation. And some people who claim to be Democrats fall for it every single time.
If Biden chooses to not drop out, it will be because he has considered all possible options and determined there is no better course forward. It won’t be because of ego or pride or anything other than what is best for this nation. If you don’t know that about this man, then you don’t know anything about him. He’s good and decent and despite 50 years of public service, is not corrupt.
If we end up with Trump again, it will be because some Democrats created a self-fulfilling prophesy.

The only thing I can think of that would possibly rise to that level would be having to order a nuclear strike, in which case we’re all dead in less than an hour regardless of whether the president gets out of bed or not.
