Beg to differ… not knowing the specifics of course, but how does one get to be 18 in 11th grade without A)failing/being held back/otherwise missing a year or B) starting late? Either way you’re behind in school.
However, your original comment was that as he was 18 in 11th Grade AND a football player, he was probably ** not the sharpest tool in the shed **.
He could have fallen behind any number of ways, including illness, moving interstate/intercountry among others.

But responding to your above statement, consent might not be an issue here. It is entirely possible that fellatio occured without any action, solicitation or promotion on the part of these boys. Are you a party to assault because you were knifed by a 14 year old. Granted, these boys might have enjoyed it.
Also, in many jurisdictions, as I remember there are provisions for 14 year olds to legally consent in many states, at least through marriage, and statutory rape laws have exclusions for older minors.

Please give a scenario where a 14 year old girl is able to perform oral sex on two football players, several years her senior, without “any action, solicitation, or promotion” on their part. What? Were they utterly powerless and helpless? I have a really hard time imagining such a scenario.
That may (may) be applicable for the 17 year old, but certainly not for the 18 year old.

Okay, I doubt I happened like that, but like many of us have pointed out many freshmen girls date senior guys and have no problem with being sexual with them.
IANApsychologist (yet), but I can visualize this girl as one that got around (wink, wink, nudge, nudge) for whatever reason (sexual abuse as a child, love of the attention from being the class slut, etc.) and wanted to top herself and any other sluts in the school. I know the type, but I haven’t heard any stories that bad.
This scenario sounds extremely unlikely, but if it didn’t happen that way, isn’t the “Me too” and “Sure” from the football players enough of a “promotion”? They made a conscious choice to consent - they could have said “no”, but instead said “Sure”.

Unfortunately, I’m not up on how the law views solicitation as regards the internet. I would think that it might be a crime in some states. 
About a thousand years ago, when I was in high school, us guys had deep discussions on what we know nothing. That is, girls and sex. There were two philosophical viewpoints: “Girls are like potatoes. When they’re big enough, they’re old enough.” vs “It’s warm and pink inside her, but grey and cold inside jail.”
I did not understand what these phrases meant.
Like every other male, these guys were thinking with the wrong head. But don’t worry. The judge will understand that boys will be boys.

I’m certainly not in the crowd where this goes on I just know that one of my friends saw a guy making odd faces in a stall and having trouble keeping his balance. (he saw his head over the top of the door), and then as he was walking out he noticed a girl coming out of the stall with the guy. I also have heard rumors of other incidents. Of course maybe it’s only common at my school (which would not surprise me in the least).
