Oscar first appeared on Sesame Street back in 1969. Interestingly enough, he was originally orange-furred, but changed over to his more familiar green shortly after his debut.

Oscar appeared in one movie that I’m aware of, Follow That Bird! about Big Bird’s adventures in being adopted by a family far away from Sesame Street, and BB’s return to his home.

The wiki on Oscar isn’t clear on what he is, other than a ‘monster’, so I tried to be as clear as I could. I hope I didn’t throw anyone off with an unclear DQ answer.
