During the cocktail party in Holly’s apartment, Martin Balsam’s character asked Paul, “Well, what do you think? Is she or isn’t she?”

What is he asking about?

I think he meant, “is she a goer? [a wink & a nudge] Well, is she, huh? Is she a goer?”.

In Capote’s novella, Holly is a prostitute, a matter glossed over in the film. I don’t remember this scene, but it may be a veiled reference to her profession.

No, no. He was asking whether she was a phony or not. A real phony.
