Brown wouldn’t have had a clue what to do with that email if he’d taken 30 days; the problem isn’t that he didn’t have enough time, it’s that he didn’t have a clue what he should be doing.

He was/is a clueless incompetent jerk. Pointing out the very many ways he was clueless and incompetent is relevant. One of the ways was him having sufficient time to email about his wardrobe and not bothering to forward on an important email. I grant he didn’t have a clue what he was doing. but, instead of figuring out something productive to do (like resigning 'cause he didn’t have a clue what he was doing for example), he’d spend our money paying his salary to write fucking emails about his goddam shirt. He did in fact forward on the email to an appropriate person four motherfucking days later I don’t suspect it took him all fucking four fucking days to figure out who the fuck should actually get that information. But good thing he dressed nicely.

The reason that he didn’t handle the important emails was not because he didn’t have enough time to do so, it was because he didn’t know how to do so.
Your argument seems to be:

#2 is where you go wrong. Unless the reason he couldn’t do his job is because he wasted his time doing non-job related things (like writing person e-mails), then those personal emails are completely irrelevant.

And yet, instead of attempting to find someone who did know how, he chose to use the time he did have on the inconsequential minutiae.
The Daily Show has had a great deal of fun with these (it’s where I got my sig), and constantly prefaces their repeating of the emails with, “We swear we’re not making this up.”
The minutiae that doesn’t matter, is all he did.
Now there is the problem. He was in way over his head before he even got appointed to FEMA.
Isn’t “dressing nicely” about the only good thing his former employers at the Arabian Horse Whatever had to say about him? He should have never been hired.
IIRC, they were impressed with his six month investigation of whether or not a horse owner had liposuction performed on his horse’s ass.
