Some decades back, I read a novel called “Night of Camp David” in which a young senator has a private conversation with the President and comes to the realization that the man is off his rocker. The words and actions of that fictional President seem, if not normal, at least pedestrian when compared to those of the current occupant of the Oval Office.
Well, the government science and technology people have to be given something to do now.

Seriously, though, this is a significant development. Previously, it was easy to picture the tweeting phenomenon as a solitary activity, and one which Trump’s staff is trying to break him of. Like jerking off.
But now he’s got a support team involved. Somebody (I’m guessing it was Kushner) came to him and said “Dad, your supporters are loving your fight with the media. We could manipulate that old WWF clip of you, to make it into a fight with CNN, and they’ll go crazy with adoring cheers.” and Donald said “I LOVE THIS IDEA!!”
Did Chump and team manipulate it? Or did Chump just find it on someone else’s website?

No, it was posted on Reddit’s Trump fanboy forum recently (r/thedonald). Dan Scavino, White House social media guy, taxpayer employee to the tune of $179,000/yr, and co-holder of Trump’s Twitter password, is known to lift content/memes from thedonald.
Apparently, it was first posted on reddit by a user called HanAssholeSolo, although Trump’s tweeted version is slightly different - zoomed in, poorer quality, different editing, and with a Fraud News Network logo added at the end.
Even worse than Trump retweeting it from his personal account, he also retreated it from the official POTUS account.

Well, the popular wisdom is that if you need a computer task done, find a 12-year old kid to do it. Trump has one in the family. Maybe that’s who’s creating these. Just helpin’ out the old man. Makes sense, eh?
Yes. It’s been in existence for a while. Obama used it quite a bit, although his use was night and day with Trump’s. Mostly Obama used it to tweet on appropriate holidays and to spread info about upcoming events or important Congressional votes.
