Ooh, I used to know this. I’m pretty sure it’s something something Urban Disposal. Maybe Chemical Hazard Urban Disposal? I do remember that it was really the acronym for the government program that was dumping toxic waste into the NYC sewers.
Contaminated Hazardous Urban Disposal, IIRC.
CIVIL hazard urban disposal. It dealt with the fact that this horrible toxic radioactive waste was being stored literally under the city’s feet, in disused sewer and subway tunnels.
The CHUDs were mutated as a result of homeless people living in close proximity to the stuff.
