I have an audio recording of an uncle recalling his childhood & teenage years. The recording is about 30 minutes in length & names various people & places.
I also have access to photos of many of the people & places that he mentions.
I would like to make a video consisting of audio, photos, & subtitles. Naturally, I want the photos & subtitles to follow the narrative.
My computer is running Windows 8.
What free or inexpensive software should I consider? In what order do I add the different elements?
I also wouldn’t mind a little Ken Burns pan & zoom capability.
I have the audio on my computer & have used Audacity to clean up tape hiss & background noise.

But more seriously, you could start with Windows 8’s Movie Maker for basic video editing functions and the rest is purely a matter of your artistic vision.
I would recommend starting with Windows Movie Maker as well, and if you run into a blocker come back for more help. WMM isn’t ideal, but for what you are looking to do it should be fine.
Pan and Zoom is pretty easy to do in the transitions, but wait until the end for that. What I tend to do is set up the basic framework of the video by loading in the video and photos - and putting them in basic order. Trim the video down to what you want leaving a few extra seconds for fine tuning later on. If you have specific video/audio cues that need to line up start setting them up but keep in mind that when you add transitions the timing will change a bit.
If you have a big 30 minute audio track try breaking it up into smaller chunks, that will make editing easier.
