Only in the first season. Then they fixed her . . . at least of the whining.
There’s a difference between mere whininess and clinical depression.
Kai Miyagusuku from the anime, Blood+. He constanly whines about something, either wanting to kill a monster or being able to protect Saya. Thank goodness he matured towards the middle of the anime, but only with the death of Riku (damn the script writers lol).
Jacob Black, Twilight: Breaking Dawn Part.1–When Bella gets married, he goes not show up for the ceremony because he is jealous or bad at Edward getting Bella. Then he shows up at the wedding reception congradualting Bella for her marriage and then a minute later he tells her that Edward is no good/dangerous to her. What an a#%.

Shinji Ikari from Evangelion was basically disturbed. His mother died in an lab accident and his dad, Gendo, dumped his guys off with tutors without helping him grieve. Then when Shinji goes to Tokyo-3 on his inviation of Gendo, instead of some time of relationship recovery, Gendo tells him to go fight monsters, go live with Mitaso, and basically stay away from him. I would whine too if I was treated like trash by my dad.
Charlie Brown is basically treated like trash by everyone or has bad luck. But I do agree Charlie Brown is flawed in that he doesn’t know when to stop doing stuff that keeps hurting him, especially Lucy with the football.
I don’t remember Gloria in All in the Family being that annoying. Archie or Michael tended to whine or complain about anything most of the time.
Cyclops is not limited to the whine aspect: all of X-Men franchise characters. Most of them have their baggage and then proceed to whine about it for issues or years on in (Wolervine wants Jean, mutants are afraid that their powers will kill, scare people, make them unhuman, or be uncontrollable, etc).
Even though I enjoy his show, Frasier Crane drives me up a wall sometimes with his neurotic hand-wringing and indecisiveness. No wonder he can’t keep a woman!
I nominate Dr. Daniel Jackson from Stargate, no matter what series. He pontificates about everything and sometimes I wish Jack would just haul off and belt him across the chops every once in a while so as shut him up. For a while.
I apparently met the girl who currently does her voice. Cousin of a buddy. She was pretty hot, as I remember, but I was pretty hammered.
