This is not normal. This is not remotely acceptable.

If he is elected in 2024, the earliest he could pardon anyone is January 20, 2025, by which time most everyone convicted for their actions on January 6, 2021 will have already served their sentence. So what good does the offer do?

Evidence suggests that analysis and thinking things through is not their strong suit.

It sends a message to anyone who wants another go at overthrowing the elected government in November 2024 - January 2025 that if they are successful this time, they can expect a pardon from Emperor Trump.

That assumes he’s thinking that far ahead.

This is more in line with his typical “scratch my back, I’ll maybe think about scratching yours later” MO. He rarely does scratch back, especially for anybody who gets caught. He’s like a mafioso in a bad B-movie and somehow after years of his schtick, we’re all still overestimating his capacity for strategy.

He could have pardoned them all before he left office and didn’t. No matter what they do, I doubt he’ll do anything for these chucklefucks unless they pony up at least 7 figures. He doesn’t give a rat’s ass about them and if/once he’s in office, he doesn’t have to give a shit about a bunch of loser criminals who had the temerity to get caught and so he won’t.

The only part he cares about is their willingness to offer him support, praise, and money, which is why he’s bringing it up now. Saying he’ll pardon them = “give me votes and money now and I’ll scratch your back later”. But he’s never been the type to return the favor later on.
