I wonder, is there a difference between a clown encounter of the first kind, the second kind, and so forth?
That would really piss off some over worked cops.
If the cops ever shoot an unarmed clown, they may have to plant a seltzer bottle on him.
Good plan, but difficult to hide in their sock, as they can a small pistol.

Juggalos are some pretty extreme fans. Maybe a few extremists are messing with people and scaring them?

This is likely a case of mass hysteria.
“Evil clown” reports date back to (at least) 1981. There seems to be some correlation between these reports and the “Stranger Danger” teachings from the early 80’s. I think there is also a relation between these kinds of incidents and the “Satanic Panic” over alleged Satanic Ritual Abuse (SRA) in the US which gained traction in the 80’s.
