- misguided human
- deluded human
- conman
- actual God
the first three all talk a lot, while God demonstrates His Power
The first one can be talked out of his belief, while the second one can’t.
The third one also asks for money.
So far Meher Baba comes in as deluded human …
What an uninteresting question.
Of course God can manifest as a man. Or a woman. And God does manifest in our world as ourselves and all the people we interact with. A teacher said something like that a couple of thousand years ago -the level of respect you show to others is how you treat God.

In order to answer that question, one must first show proof of the existence of a god of some sort. Until that proof is shown, the answer is no.

Also with all spiritual leaders and cult leaders who claim to be God or the like, yes they are but…
What they don’t realize, is they missed the message that we are all Gods and can all achieve that level of enlightenment. In this they are not special or unique or The One. They were able to achieve some form of enlightenment that we are all capable of, yet they don’t get that far in their journey. Many start building a religion for them to be honored and worshiped and in doing so prevent those under them from achieving their identity as God, this process of pyramid building serves to elevate the misguided person while siphoning off the power of those who are beneath him/her who make up this pyramid.
So yes many of those words appear to come from God, and may very well be, but we can do that also.

I never even heard of Meher Baba. And I’m nominally still Hindu. And Indian. You would think that if someone was the actual true reincarnation of God, they would find a way to make sure every person on Earth at least heard of him.
Everyone is looking for guidance and a path forwards. You will only find it in yourself!
I though the ancient one was Sathya Sai Baba, but since he died way before his prophetic date I guess other Babas are on the ready for relief pitching. 
Shirdi Sai Baba was better anyway, and not a pedophile and didn’t live off the profits of his followers.
What in particular makes this a “Universal” message? Does a “Universal” message have to be released in a minimum number of languages? Are there certain precepts it must contain?
Of course God can incarnate as a man. God’s constantly going around incarnating as women and men and kittens and stuff, that’s God’s shtick. I don’t know this Meher Baba person but I have no doubt that Mere Baba is God in human form. So am I. Do you mean to imply that he has something meaningful to say about it? Why doesn’t he post here himself?
What is preventing Meher Baba from breaking his Silence right now? If he loves us as much as he says, why is he denying us the power to break free of our bondage and experience his divine, everlasting, Love?
