Okay. Sheldon did lie to the government agent after telling her about Leonard and Joyce Kim:

Agent: Would that be Leonard Hofstader.
Sheldon: No, this was a different Leonard, Chinese, red hair, six fingers…

Leonard, Howard & Raj also covered up the incident with the pigeon in the sterile lab room.

Penny getting him drunk without his consent: no doubt illegal.
Raj being drunk* to overcome his selective mutism: not illegal. You can get drunk. It’s what you do once you are drunk (i.e.: driving) that causes problems.
*= And, technically, Raj doesn’t have to be drunk. There are several episodes where he takes a single swig of alcohol and immediately begins intergender discussion.

Didn’t Penny direct Raj’s telescope into someone’s window, to watch their tv? Don’t know whether that’s criminal.

In what way is this illegal? She simply offered him a drink to relax him. Sheldon was fully aware that he was drinking alcohol. It’s not Penny’s fault or her crime if Sheldon can’t effectively judge his tolerance.

This is the relevant scene. Exactly what is Penny’s crime?

I don’t know the specifics of the episode, but using an emulator to play games isn’t illegal or even a no-no if you are playing a licensed copy. The only purpose of the emulator is to allow the user to play a game on a different platform. Steam has a ton of old games available for purchase and play that require an emulator (DOS Box).

Stuart had entered Howard and Bernadette’s bedroom without their consent and watched them sleep. Not just illegal but weird.

It may not have been in this episode but Penny has feed Sheldon alcohol without his knowledge. Once she gave him Long Island Iced Tea which he obviously did not realize was alcoholic. At least in that one she tried to warn him but he wouldn’t listen. And another time when she was supposed to be giving him a ‘virgin’ drink but confessed to Leonard that the drink was ‘a little bit of a slut’.

The gang kidnapped Sheldon to take him away on Leonard’s bachelor weekend. The same one where they burned up Richard Feynman’s van.

And Sheldon committed assault when he bit Raj.

But not in Clark County, which is where the solicitation took place.

And…Didn’t Sheldon and Leonard have a key to penny’s APT when they went in to clean it?

Penny gave Leonard and Sheldon the key to her apartment because she was having some IKEA furniture delivered the next day and was not going to be there. It was solely for the purpose of letting the delivery people in, not to sneak in when she was sleeping and clean up her apartment.

Ok, but she gave them the key…would they be guilty of a crime for using it for cleaning her apartment? Not being snarky, just wondering if someone has a key to penny’s apartment, if it is against the law to enter the apartment after the reason for receiving the key has been fulfilled.

I think if someone gives me the key to his or her apartment ,I can come and go as I see fit, just so i don’t steal, murder or rape, until the person asks for the key back. Legally speaking.

Apparently Sheldon attempted murder as a child - he thought that he had a working death ray when he fired it (though it didn’t even slow down the neighbour kids).

In S06E15 The Spoiler Alert Segmentation, Howard’s mom restrains Raj from leaving. Even to the point of grabbing him as he’s attempting to climb out the windows. Looks like a felony to me.

Just watched that scene again. If Bernie had been hit instead of Penny, Bernadette could have been seriously injured: Aggravated Assault.

Is maybe cross dressing a crime?

Possibly if the aim is to commit a crime, like fraud. Otherwise not, especially in a state like California.
