The Arrowverse version doesn’t have a star on her chest, nor did she appear in the Crisis cross-over. simster is right that the the symbol on the Arrowverse Killer Frost is supposed to be a snowflake, but I don’t think it would wrong to call a stylized “snowflake” like that a “star”, especially if you don’t know who the character is. Anyway, this is empirical.

He’s still a series regular on Legends of Tomorrow, so in that sense they’re bringing back Constantine this week (the first post-Crisis episode of Season 5 airs this Tuesday, on the app I think the following day). He’s actually become almost the central character of the series - it’s almost become Constantine and the Legends of Tomorrow.
If you’re asking about the series Constantine, re-runs of it are currently available on the CW app, but it was an NBC series cancelled 5 years ago, so…that’s not coming back. It’s the same actor, and the CW now has the rights to the former NBC series, so it’s kinda-sorta retroactively in continuity with the current Arrowverse.
CW Seed (I think that’s part of the app) also has the Constantine: City of Demons animated series, with the same actor doing the voice, but that’s technically in continuity with the Justice League: Dark animated movie, which is part of the current DC Universe Animated Original Movies (which is a different continuity from the DC Animated Universe), and is not in continuity with the Arrowverse version of Constantine.
