Disturbing British movie circa 1992 -ID?

I once saw a powerful and disturbing movie about incest (I believe it was on either A&E or Bravo in the USA) about 10 years ago.

It was definitely a British production. The story was about a man who was estranged from his family for twenty years or so and comes home for his father’s funeral. He discovers that he has a younger sister who was born after he ran away from home.
They are “true” brother and sister - not step-siblings.
He is some sort of truck driver, I don’t remember much about the woman. They “hit” it off, as it were, and ultimately fall in love.
They consummate the relationship one rainy evening.
They decide to cohabitate and of course this causes an uproar.
They are arrested and there’s a big trial. Ultimately they are freed - they don’t want children and the judge decides that this isn’t as immoral as it would appear since the two were not raised together. Supposedly this was based on a true story.

Does anyone recognize this?

A friend noted several similarities with a comedy called
“Say it Isn’t So” which took a similar theme but made it light of the topic. It was not that movie!

Was it Close My Eyes, starring Alan Rickman, Clive Owen and Saskia Reeves.

No it’s not Close My Eyes. Oddly enough I’ve seen that one too and the plot is nothing like the one I OPed.

IMDB was no help; considering the subject matter, no one has entered in a plot with enough keywords to match.

It didn’t strike me as a theatrical type movie; I’d venture that it was a made-for-TV film. No big stars were in it, that I can remember (or they weren’t big then).

I remembered another scene, where they come home to their apartment and someone had spray painted “Perverts live here” on their door.

COME ON PEOPLE. YOU KNEW 1957’s “PLUNDER ROAD” BUT CAN’T HELP HERE?

Another clue - this film had NO nudity, it wasn’t done in a lascivious manner.

The courtroom scene that I mentioned in the OP is pretty much the movie’s end.
