A lot of birds don’t have penises, which is one reason why telling boy birds from female birds can be difficult. Parrots, for instance, don’t have 'em, the male and female just basically rub butts together (my lovebirds would go at it for 20-30 minutes at a time, severa times a day) with the cloacal openings pressed more or less together.
Other birds - waterfowl, for instance, and barnyard fowl, do have them. Well, chickens have something down there, which is why “chicken sexers” flip the little yellow fluff balls over to separate future hens from future roosters but since I have not examined the genetalia of yardbirds up close I can’t speak from direct observation.
