Over 140 pounds.

While I certainly agree that the 140lb “average adult” number is somewhat flawed, the real problem here seems to be the construction and stability of the Ethan Allen, and probably the inspection and certification procedures of the state. The fact that her sister vessel became unstable after only 1400 pounds is very telling in this regard.

I can tell you that the Ethan Allen would have never been certificated to carry that many passengers were it operating on federal waters.
