No. Announcements are kept in a separate table, and do not add to the post count.
So then they are not really posts.
Just memos then or countless posts maybe.

No, they are not posts. Posts are stored in an SQL table called, ironically, “post”. Announcements are stored in another SQL table, called, also ironically, “announcement”. Posts have 14 coumns of data in them, and announcements only 6 columns.
When vBulletin refreshes the counters (in misc.php), it does a select from post only, based on userid, and counts the posts.
They just become invisible - they are not deleted automatically. I just looked, and I have several old announcements on my Board, which are still there, but not seen. I could make them visible again by just changing the expiry dates on them.
