I think that in this case it was an effect of Osama’s cache. As the terrorists involveld know that their network and connections are compromised, they have to risk using other ways to get to places and new curriers or helpers.
There are then better chances that they will get involveld with new people that do not have the same extreme views or to encounter local law enforcemt that did not know who he was or did not know of his schedule anymore.

What surprised me when I heard the news on the radio was that there’s such a thing as Somali government soldiers.

Maybe, but Mogadishu’s in such a constant state of flux that I kinda doubt networks and connections there are particularly static even in other times. Look up on wiki the “Battle of Magadishu”, you get a disambiguation page that has eight entries just for the last five years, with the latest offensive going on more or less right now.
So I suspect the official story is the real one, Fazul simply didn’t realize he was in a gov’t controlled part of the city until he reached a checkpoint.
