I’ve been to Detroit, and I repress my memories. For all I know, it is a post-Eugenics ruin.

Much like Los Angeles (as stated in the Voyager episode where they first meet up with the 29th Century Starfleet), Detroit was left relatively unharmed in the wake of the Eugenics Wars.

“The Rise and Fall of Khan Noonien Singh”, a novel by Gary Cox, has the Eugenics Wars taking place behind the scenes, unknown to all but the people involved and maybe a handful of others.
I rather like option number two.
Also unknown would be the capability of launching the sleeper ship Botnay Bay.
