Is there a mechanism (I’m pretty sure there is) which shuts down or curtails the urge to urinate when one is sexually aroused, even if not tumescent? How does it work?

A full bladder sends a continual message to Houston, even though other parts of the mission may be under way. If that message is ignored long enough, other mission elements may have to be temporarily aborted. 
I’m not sure I follow. Are you talking about men, women, or both?
If I have a full bladder during arousal I am well aware of it and still have the urge to evacuate it. A “pee hard-on” can be quite uncomfortable.
I, a man (hehe) can only speak from experience. Sometimes the urge, to piss that is, passes and sometimes not. If it passes, it usually returns a few minutes into “afterglow”.
I’ve never voided my bladder during the actual act. Not accidently, anyway.
I have known women to leak, and other times to excuse themselves. I’ve known many times to pee soon after, a few minutes into “afterglow”.
BYW; have I mentioned that men do not pee? We piss. Women pee.
If I recall correctly–always an iffy proposition–part of the mechanics of the vasoconstriction/erection are to shut off the path from the bladder to the urethra so as to prevent urine from passing through while erect. Whether or not this also puts the physical urge on the backburner, I cannot say except perhaps that your attention is being directed elsewhere at the time
That sounds right. I tried (halfheartedly) searching and found nothing. The “attention” part is almost certainly correct.
I’ll have to double check my He-man Woman Haters Club official policy book, but I’m pretty sure the chapter on Terminologies says [in effect] woman tinkle, children potty, and that men & animals (of either sex) piss, but the word “pee” may be substituted for any urination term.
It’s possible for a man to climax and pee at the same time when drunk. A drunken woman can pee during sex. I wish I didn’t know these things.

(Boy talking.) I could never piss during the act. The only way I could is if I was just in there relaxing. I would have to be in at least a semi-relaxed state to begin the urination process. When I really have to go, experiencing a 100% erection is nigh impossible.
Girls, however, can indeed pee during the act. If she has to go she can easily lose control during sex. The loss of control could be anything from a simple squirt to a full blown gusher. As a TMI, my girlfriend is quite turned on by sex when she has a full bladder. She claims it hightens the sensations. Never heard of it before, but from her reactions I can assure you it is true for her.
