My 11-year-old daughter is very into Harry Potter and the Hunger Games. She also likes to write, and wrote a Hunger Games story the other day. I think she’d be into the idea of reading other people’s fan fiction about her favorite characters and maybe sharing her own. This seems like the sort of thing someone on the Dope must know about. Any recommendations for good websites for kids?

Fanfiction.net is still a thing apparently, so that’s where I’d go.
It’s been (literal) decades since I wrote my [del]hilarious[/del] terrible Pokemon stories on there, but I can’t imagine it’s suddenly turned into an erotic warehouse.
Fanfiction.net is…not the best, but not horrible for these purposes. Personally I can’t stand the UI, plus the high number of first-attempts-at-writing on there, but there is a huge selection to work through.
However, don’t believe the “no explicit sex” rule at ff.net. People still put it up, it’s just labled “mature” now, and they don’t take a fic down for explicitness unless someone reports it.
You may want to see about a Harry Potter-specific archive, most of which are moderated to keep the explicit stuff either out or under a locked section. There used to be a bunch of those, but I don’t know of any anymore…I’ll ask around.
My daughter was pretty tickled by this idea and immediately state that of course Luna Lovegood wins. I don’t see that happening, but maybe she’ll write a convincing story.
Fandom-specific archives are pretty much a thing of the past, though there may be a few isolated ones still holding on. Fanfiction.net and archiveorourown.org (AO3) are the major players. Neither is specifically for kids, though both have filtering tools. I don’t think you’re going to find any specifically kid-oriented fanfic sites out there. AO3 in particular has absorbed a lot of the old smaller single-fandom sites. The thing to know about AO3 is that they are an archive, and they accept everything, no matter the content; their business is to preserve fanworks. There is adult material on the site, just as with fanfiction.net. AO3’s will most likely be better labeled and tagged. They do not remove things for content. Neither does ff.net really (though they may say they do, I have never in the last ten years seen anything removed from ff.net for content, even when their process was followed.)
So - there’s kid friendly stuff out there, it’s part of larger archives with other content, and you probably will want to supervise.

You might try the Sugar Quill for kid-friendly Harry Potter stuff. I don’t think it’s updated any more, but the archive is extensive, and it’s one of the relatively few sites where it would probably be fine for an eleven-year-old to explore without supervision.
