Gotta be the $6 Million Man. He won’t be enraged and he’s just as strong. Also, he can get help fron Oscar up at Ojai, as well as Jamie and their little bionic baby, LaMarck Austin-Summers.
If all else fails, Steve could outrun the Hulk.
I dunno, if Brock Samson can pull a bionic arm out of its socket, I don’t guess the Hulk would find much to be troubled by.
Steve would probably be best advised to just stay out of David’s reach until he calms down.
Hulk will win through attrition. As tough as Austin is, he can’t do the Hulk’s instant healing trick, he has to get his bionics repaired. Plues, even with the great technology, he is still human. Hulk isn’t. Austins’ best bet would be to use his superior speed to hit hard, back away, hit hard, back away. If it comes to a close in fight, Hulk would kill Austin with one hard shot to the face.
Got to go with Hulk. IIRC, Steve Austin had bionic legs, one bionic arm, and a bionic eye…all of which were attached to a standard-issue human torso. He simply isn’t resilient enough to even survive, much less triumph, in a conflict with Hulk. He’d die from a single blow.
Was it ever established if Ferrigno-Hulk had the comic book Hulk’s “the madder he gets, the stronger he gets” gimmick? If so, then my money’s on the Hulkster – the more Austin stays alive, the more pissed-off Ferrigno-Hulk will be, and then it’s just a matter of time.
Steve would probably beat Hulk in a staredown, but not much else.
The World’s first Bionic man in the final round. He has the one thing the Hulk lacks and that is intellegence and the ability to come up with a plan. Remember the Probot? That was unstopable Steve didn’t defeat it with his bionics but his brains and ability to use his speed to lure it to its doom.
Steve is faster and can leap higher. He knows better than to go into close combat with the Jolly Green Goliath. He will set a trap and hurl engines at the Hulk, perhaps trying to knock a giant pile of cars on mean green!
Hulk will give chase Steve will dodge, Hulk will follow Steve until he walks into the pit with the large pointy sticks.

Now what would really happen in 70’s TV land is they’d have a few inconclusive fights, realize that they are not really enemies and fight together against whatever common enemy brought them together (The Commies!!)
Toe to toe – Hulk, no contest as everyone has pointed out – Austin is only human.
If allowed to use his mind, he may have a chance, especially if he figures out that calming him down is the trick to winning.
Depends…is Steve still buddies with Bionic Bigfoot? Because a Steve n’ Bigfoot tagteam I think could take the Hulk.
Ahh yes, but that was Steve Summers, who is not similar enough to Steve Austin for matters of copyright to be involked. Besides, it’s fair use because it’s parody, nah nah nah.
Steve Summers and non-bionic Bigfoot became life-partners, and their unnatural love made them fugatives until Brock smuggled them out of the quarrantine zone by shaving Bigfoot and using his hair to create a fake beard for Steve.

It has been so long since I have seen the show, my brain has gone a bit fuzzy regarding his origins.
I think Hulk would punch Steve and knock him out. Then Hulk will tenderly pick up Steve in his arms and carry him to a little meadow beside a lake. Hulk will look into the lake and will turn back into David Banner, just as the Bionic man is starting to stir. The music swells as they look into each other’s eyes…
