With regards Perrili tech levels, if we’re being sent to make contact with them, I take it they’re venturing into their solar system and perhaps are able to view far off systems at the very least?
Our Heroes have entered the system and been met by a Pelleri vessel. I think all we know about them so far is that they have warp technology.

Thanks, I was inspired by a Youtube video on TOS Redshirts on patrol. I really liked where the story’s going but didn’t want to send the plot off course so I popped a little aside in there.

I’m not sure how to go with this. I sort of rushed my tale through, but at a cost to Lt. Cmdr Collins.
Are we to elaborate on what someone else starts, or continue our own sub plot?
A hint or two here would help. As the famous Terran philosopher Robert Johnson said, “I’ve got a woman, she so tall, she sleeps in the kitchen with her feets in the hall.”
I think, since some other folk added stuff to the Aycharaych story line, that we can add to any plot out there. I’m out of ideas right now, tho. But if something gets rolling, I’m sure I can follow thru, even if Collins is stuck in the Brig (I’m hoping that Xiang’s interview with her will yield enough info to exhonerate her).

minor point
I introduced Ensign Goldberg, and altho I did not state his first name, someone else gave him a first name that was not the one I had in mind when I created the character. He may or may not be a major player in a future plotline, so it probably doesn’t matter. But what is the rule in this case?
There’s the rub. I want to be sure I don’t mess up someone’s storyline. 
If you want to nail down a character’s first name, you have to specify it. Otherwise, another writer is free to come up with a first name for that character. Once it appears, it’s canon, and should be respected as part of thread continuity. See Rule 2.
