I realize that 139 Euros per week isn’t a huge income either. The American government, through Medicare, does provide some at-home assistance for the elderly, but I never heard of a situation in which a son or daughter came to be in the position of rendering that assistance, and received a government stipend for that.
In any event, it’s pretty much up to the families here, though with a less oppressive tax structure, I’m sure it’s easier here to hire outside help than it would be over there.
