I think this is correct. Confront someone flying the “Stars & Bars” and they will weasel by saying, weaselly “Oh, it’s about southern heritage and history, not about teh blacks!”.

You can protest all you want - until you endanger or harm others. THEN it’s no longer a “peaceful protest”, it’s a criminal act.
Of course it’s what they want to say. It was predictable that this would eventually be a case of rural vs urban centers, mostly white suburbia and rural America against cosmopolitan cities. And when it finally makes its way into small town America I’m sure there will be conspiracy theories circulating on facebook about how left wing radicals secretly spread it in their town. There is no end. But at least that way they’ll see that a pandemic is not a hoax and that it’s a threat to be taken seriously.

If you asked them, I’m going to guess they would bleat something about states’ rights. That one seems to be gaining traction around here, although “Southern heritage!” (or, less often nowadays for some reason, “Southern by the grace of God!”) is the most common excuse.
The problem with this line of reasoning* is that the restrictions which they find so onerous are imposed by the state, not the Evil Federal Government™ — in fact, the President appears to be on their side. So unless they plan to secede from Michigan and become “Freemen on the Land,” using the Stars&Bars makes even less sense than most of their activities.
Or perhaps the S&B represent their disdain for “gummint” on every level.
*Yes, I know, attempting to apply “reasoning” to these yahoos is an exercise in utter futility. And may result in major damage to heads and walls.
One is tempted to say: “Go, lemmings, go” until the realization hits that they are endangering not just themselves, but others, others who may not share their philosophy. You bristle at our Governor, but she hasn’t claimed that her authority is total. She has gotten legislative approval for her actions.

It’s OK, they’re not in any danger of contracting or spreading the coronavirus. In the picture I saw, every single one of these assholes was armed, most of them with assault rifles. No coronavirus, if it had any sense, would dare to harass or infect them. It’s a pity that the medical profession hasn’t caught on to this powerful protective measure yet.

In other words it’s only affecting poor black people, so who cares? Don’t worry these whitey hillbilly protestors stupid actions will get them infected soon enough. But at least that will clear out the shallow end of the white gene pool and turn Michigan into a blue state again.
I do agree that many of these rules need to be looked at on an industry by industry and if possible case to case basis. Construction companies should submit a COVID safety plan, and allow inspections to make sure its being enforced on the job site. But putting yourself and others in harms way to make this point is just stupid.
Republicans are NOT the “ruling” party in Michigan, and even if they were this would be no less stupid.
The Governor, both Senators, and the majority of Congress are Democrats.
