Jaune is French for ‘yellow’. 
YDD 348 and JUH 899 just look like normal plates to me. Are you in an area that uses a different default arrangement of letters and numbers?
I can definitely explain “JAUNE,” since it means yellow in French. (Like how jaundice turns your skin yellow.)
SPQR might be Senatus Populusque Romanus, the Senate and People of Rome, but I doubt that since there are really no numbers that go with that phrase. . . .

If you write something else, anything else, with it, you can have whichever part you want appear ALL CAPS.

I have seen pictures on the internet of handicapped plates saying “timmeh” and “gimp”
I would kill for gimp plates that say gimp =)
