I heard back from the ad folks. What you are seeing is expected.
The ads are “pop under” ads which on some browsers and devices show up as pop-ups instead. On other browsers and devices they might show up in a separate tab or they might pop up behind your browser.
The ads are capped at once per day (once per 24 hours). The reason you are seeing two ads is that there are two of these, one on the main article page and one on the message board, so if you go to both places you’ll see both ads.
If you clear your browser cache, it seems that the clock starts over.
And if you use UBlock, you never see them at all.
Another solution is for the board’s decision-makers to be less sleazy. Or more principled. Or … well, there’s a few options, aren’t there?
