I think that the OP got it backwards. Governments that don’t listen to their people on a issue as important as war and the possible death of some of their finest young men are usually also disconnected from other realities that concern their constituency. I know from experience.

It seems pretty clear the election was changed by the bombings. It also seems likely that the bombings were timed to influence the elections. It’s not like it hasn’t happened before.
But I guess I’d feel worse about the election except for the huge lack of disconnect that has been shown, since the whole Iraq thing started, between the will of the Spanish people and the will of the Spanish government. The 90% figure gets trotted out here quite a bit as a sample size of one, but even still most polls showed a large majority (more than 2/3) in favour of leaving Iraq.
In no way can the Spanish be called “god-damned mother-effing cowards”, or even simple “cowards”, IMO. Pulling out of Iraq “when their tour of duty is done”, as the linked article says, is hardly cowardice. And there has been no public statement or indication that the Socialists will suddenly be sympathetic to the human scum of Al Queda or other Muslim terror groups - any moreso than they are towards the ETA.
Is there any doubt, in fact, that the Spanish won’t want to find, try, and execute any and all behind this bombing? Will the Spanish people allow them to do less? I somehow doubt it.

And I dunno about the OP article, but the Spanish media that I had access to before the bombing were NOT predicting that the PP would “win big”. Their majority was expected to shrink, and their retention in power was going to be based on domestic issues. Damn fucking shame that this happened to remind the people that their leader had signed them up on the “damn fool war” w/o taking a poll first – I can respect Aznar for that and the PP for facing the consequences of that decision, but when you sell “democracy” as meaning majority rule, you take that risk…

Regardless, you are missing the point of Muad’Dib well-aimed Pitting. There is quite a bit of evidence to show that the electorate blames their involvement in Iraq for the attacks:
Sort of like an abused wife blaming herself for not making dinner quick enough or something. The terrorists are to blame here, not the Spanish government. By ousting the ruling party, which looked like it was going to win in the week before the attacks, the Spanish people (40-some percent, anyways) have basically capitulated to terrorism. Those that changed there vote (or voted if they weren’t planning on doing so) due to the attacks, are the ones that deserve all of our scorn.
