Also, I think Lillith’s reasoning was less wanting Frasier to finance this and more feeling like she wasn’t going to have a chance to have more children and wanting to make sure she had access to the best genetic material she could find.

It’s not clear what the circumstances behind the divorce were. If you (as the man) had walked out on your devoted wife she may genuinely wish her daughter to have a genetic sibling. You were the love of her life, and she doesn’t want to remarry, but at the same time your treatment of her means she just can’t bring herself to hop in the sack with you.
So her motives might not be that bad, just trying to salvage something from the relationship (even if it’s a bit misguided).
That’s not clear to me either, and I have no inclination to go on a fact-finding mission to find out.

If you were Lazarus you wouldn’t do it. He hated the very idea of abandoning a child to be raised by others, and declined to do it though he surely had many opportunties to have sex with women whose primary interest was the prestige of having his kid.
Not necessarily would be liable, but certainly could be liable, despite what appear to be “suitable legal conditions.” Various courts have made some seemingly bizarre rulings on matters of paternal liability. Given the potential cost, it would be foolish to take the chance.
