No he wasn’t. The Navy SEAL unit wasn’t even formed until years after Jesse was out of the military. Confronted on that, he then claimed to be a Naval UDT member, but refuses to produce his DD-214 to prove it. He either changes the subject or claims the question is an attack on military veterans.
