So I’d like to be Dr. Strangelove for Halloween. The hard part is, where could I find a wheelchair I could use for 1 day?

Like puns? How about being “a brush with Death” either dress as a hairbrush and carry a little Death figure around or (easier) dress as Death, but with a hairbrush instead of a scythe.
How about a sea jelly (aka jellyfish)? All you need is an umbrella and some streamers.
I was thinking my husband and I could go as Tommy and Gina from Bon Jovi’s Livin’ on a Prayer. Gina worked a diner all day. No problem. I should be able to find a shirtdress, apron and nametag etc. I’m not sure about what Tommy wore when he used to work on the docks. Coveralls? A plaid shirt?
In my experience, many malls rent wheelchairs in the same way that they rent strollers. Since you want to take the thing off mall grounds, you’ll need to talk a supervisor or somebody else. My guess is that they will allow it, provided you show them ID, leave contact information, and make a security deposit.
Or, you could just get a labcoat at a thriftstore and embroider the name Strangelove on the pocket.
