I think it refers to the effects of the alcohol “hanging over” until the next day.
Not the pleasant effect mind you, more like the withdrawal effects-from your body wanting to consume more alcohol-such as nausia, headache, realizing your in bed with a complete stranger who looks like a horse, etc…
sadly yes…It’s all an unfortuante affair…you’d think we’d learn.
