Hell, Emma’s entire pose is different! Hair, head tilted more, and not only does her bust look bigger but so do her hips. Maybe her pose makes her waist look smaller?
Upon closer examination, it looks like they trimmed her waist down, and that had the effect of making he right boob look bigger. The left one looks about the same. Check out the distance between her waistline and the right side of the guy she’s standing in front of in both versions.

That’s Neville, by the way. The seven actors in the picture(from left to right) play Ron, Ginny, Cho, Harry, Luna, Neville and Hermione, respectively(so the Ministry Six + the love interest).
