I was in a meeting the other day and one of the guys said “…and then we’ll hand the project over to you people in Marketing” and I replied sternly “that’s a bit racist, isn’t it?” What made me laugh is that he took me completely seriously and apologised (we’re all white Europeans).

No, it doesn’t. “Bumping a thread,” simply means posting to a thread, which moves it to the top of the forum. The term does not imply any sort of a motive.
That said, while there’s no rule against bumping dormant threads, we do prefer that people not bump threads that have been dormant for some time if they don’t have anything substantive to add to the conversation. From where I’m sitting, I’m not sure it’s even possible to add anything substantive to this thread, so I’m going to go ahead and shut it down now.
