Help me ID this '80s SF film about cattle mutilation

I saw (part of) it in the early '80s, IIRC. There’s a tough-guy big-city cop who moves to a cowtown where a local woman has just taken office as sheriff. There’s sexual tension between them, and conflict over how best to handle barfights. We see a couple of shots of mutilated cattle apparently being dropped onto the pasture from some hovering platform. That’s all I remember.

FWIW, the story for the film was co-written by my friend Richard Clayton “Wagon” Woods. Coolest dude you’d ever like to meet. He moved back to Kentucky in the 90s, and worked at a little indie record store in Covington–man knew his obscure novels and indie records like nobody’s business.

Sadly, he died of cancer a couple years ago.

I don’t believe it… this movie just popped into my head last week, for no reason at all! I was remembering the scene where the bad guys kill someone who’s figuring out what’s up with the cattle mutilations by putting some kind of superfreaky toxin on his toothbrush. He brushes his teeth and then begins to liquefy… by the end he just kinda collapses like a big broken bag of jelly. Ick.
