Help me ID this Eighties cattle-mutilation/conspiracy movie

It had a female sheriff in the American West trying to figure out what was up with a rash of cattle mutilations. There were black helicopters, I think, and hints of a vast government conspiracy etc. One guy who was snooping a bit too much was killed by a poison added to his toothbrush which made him liquefy and blow up… or something. It’s been a long time since I saw it.

And yes, it was a bad movie. Kinda like a low-budget extended X-Files episode.

Funny, I remember the female sheriff but have no memory of Robert Urich being in it at all.
