It’s supposed to be pun related and I just don’t get it.
Is it the punch line of a joke I haven’t heard?
The pun is on “line”; the transmission given in the last panel is a “line” as in “pick-up line.”
The arm snapping off is You’re breaking up".
More: “We can’t understand you” refers to the line in French. (“Do I need help? What do you think?”) And the communications officer herself points out the gag on “vague.”
