How do I block another user?

Edit Ignore List on the left side, just above Private Messages

One user uses post-it notes. Have you tried that?

Use the scroll feature on your mouse.

I’ve been trying to explain to the OP how to do it, but he hasn’t responded. It’s like he’s not even seeing what I write.

What? Where did you put this explanation? I haven’t seen it.

Up on the top menu, click User CP. Click that, then about halfway down on the left, you’ll see Edit Ignore List. Click that, type in the user’s name, hit enter and voila.
