Following the links on that page, it looks like you’ve got to go to “Shattrath City” and take a quest.
IIRC Sunwell is also a 70 zone, I don’t think I have seen a mob under 70 there.

You’re level 60? In that case, you likely won’t be able to get the quest for the flightpath that Orbifold mentioned. You cannot swim there (you’ll die of fatiuge if you try). I do not know the level requirements of the summoning stones of the instances there, but I’d guess they’re 70-only or close to it. I don’t think I’ve seen a non-70 there, and I don’t think there’s any content there for non-70s.
Though you could possibly convince a friend/guildy warlock to summon you (maybe I think some areas are still locked against that. I heard Tempest Keep was for instance).

My level 68 can see the flight point, but my level 54 can’t.
There actually is an invisible wall in the water between Sunwell Isle and Silvermoon preventing you from swimming there. I tried getting over with my 59 Belfadin.
There’s not much for a 60 to do there, anyway. There are aggro lvl 70-71 mobs right on the dock, for starters.
I think Sunwell Isle is considered part of the Burning Crusade, so you can’t get there without the expansion.
Oh, well of course I have BC. I just wanted to go see the new area. Didn’t thik they were gonna get all toll-booth on my sexy night elf derriere.
