I don’t use Safari as a web browser, but my best friend does, and it’s very important I give her accurate information.
How do you clear cookies and cache on Safari, and does it work without erasing your passwords?

Is this on an iphone? I don’t know much about safari except for iphones, it’s what I use on mine.
On iphone got to settings, scroll down to safari, select it scroll down till you see a link that says “clear history and website data” click that and it will give you a warning that it will clear cookies and other data and a chance to cancel. I don’t know for sure if it clears passwords as I don’t keep passwords saved like that, sounds like it might.
Don’t tell your friend to do this unless she also wants to delete her browsing history which wasn’t mentioned in the OP. Instead, go to Settings > Safari > Block All Cookies. Tapping once to block cookies will clear cookies and data out, then you can tap it a second time to allow cookies again.
Or, go to Settings > Safari > Advanced > Website Data. Here, you can either Remove All Website Data or delete it on a site-by-site basis.
Any password or specific site information stored in the cookies will be deleted.
If this is for a Mac, go to Safari > Preferences > Privacy > Cookies and website data. Check the box to clear the cookies, then uncheck it to allow cookies again. Click “Manage Website Data” to delete on a site-by-site basis.
The cookies with the passwords will be deleted but the passwords are most likely stored on the phone separately.
