I can put my location into the National Weather Service site, or select my favorite channels on the TVGuide site, and my desk computer retains them indefinitely. My ipad keeps them for a couple days then goes back to not knowing me. Howcumwhyfor it does that, and is there something I can do to make these settings hold?

No. (Seems to me if I were, it wouldn’t maintain the settings for a couple days like it does.)
Different browsers handle cookies (and local storage) expiration differently. There is a push to force companies to not use long-expiration cookies for cross-site tracking, and some systems are forcing cookie expiration where it seems like doing so would be a good idea.
In particular, cookies with no expiration date given at all, are just being timed out automatically by some recent systems.
Have a look in settings/safari/cookies, and see if there is anything there. You may want to enable cross-site cookies, and see if that helps.
I know that Safari will clear session cookies (any cookie without an expiration date) when you close it out (double tap). I don’t think there is a way to change that.

What I meant was, are you enabling it occasionally, not asking if you keep it on at all times, but I assume from your answer you don’t anyway,
