Might also be that English is not the lingua franca in those regions that it is elsewhere. IIRC, when people in Eastern Europe know an “international” language, it’s more likely to be German.

I know that French used to be the most popular international language taught in Romania, but I believe it’s been replaced with English. If Germany used to be the most commonly taught international language in Eastern Europe, it must have been some time ago.
Google provides this data in an easily downloadable format. Certainly it doesn’t violate the privacy policy to just post a list of the represented countries…
