There could be any number of reasons for that. There might not be enough Secret Service agents/Capitol police available to clear the hotel catering staff, whereas the burgers and pizza were probably delivered by one or two people.
Well, have the hotel cook it and the people who got the Big Mac, they can go pick it up. Right?
If by “clear” you mean to clear the person who is preparing the food, then that implies they “cleared” all the part-timers at multiple fast-food restaurants.
My speculation: thump doesn’t carry any cash and his staff have learned better then to lend him money. He has no credit cards, because his credit is shit. He doesn’t even have credit at the restaurant in the hotel with his name on it. He’s a cheap, tacky, loser bastard. My first three points are guesses. The last one is an ironclad certainty.
