Oh I guess (today) I’ll go with this reason:

And I don’t even know how the administration answers the question of why they don’t just use emergency funding powers, like they’re trying with his (non-Mexican-paid) wall - because there is no more press access to the White House.

Well obviously. Since these efforts involve starving kids in cages and inflicting the most cruelty possible on would-be immigrants (legal or otherwise) ; any humanitarian effort would be wholly counterproductive. That’s just sound sociopath logic.
